Hazel Grant
is a
Partner in Bird & Bird’s IT Sector Group. She qualified
as a Solicitor in 1992, after completing a law degree at the
University of Cambridge.
Hazel's work
regularly involves advising on public procurement and contract
law for IT projects, the licensing of software and databases
and data protection.
With the
emergence of the Freedom of Information Act 2000, Hazel has
been advising public and private sector clients on the
provisions of the FOI Act and related guidance. |
This has included
practical advice on how best to draft contracts and the risks and
opportunities under the Act. Hazel's clients range from central
government departments ( and other public bodies ) to web retailers
and global professional partnerships.
Hazel speaks
regularly on legal issues, including those relating to outsourcing
projects, the protection of personal data and freedom of
information. She is an author of the loose-leaf work, the
Encyclopaedia of Data Protection ( published by Sweet & Maxwell ),
and a contributing editor ( on data protection and freedom of
information ) to the Encyclopedia of IT Law and the Encyclopedia of
Ecommerce ( both published by Sweet & Maxwell ).

Hazel Moffat
is a Partner in DLA Piper's Public Law & Regulatory
Department and the firm's principal specialist in FOI
issues.
She was appointed in 2004 to
provide all the freedom of information training to over 500
staff at the Scottish Parliament.

Hazel is the lead adviser on all
freedom of information issues to public bodies including
Scottish Enterprise, The Office of the Scottish Charity
Regulator, the Office of the Commissioner for Public
Appointments in Scotland and the Standards Commission for
Scotland.
She has advised the UK
Information Commissioner's Office on the differences between
the Scottish and UK FOI legislation.

Damien Welfare, 2-3
Gray's Inn Square
Before becoming a barrister,
Damien Welfare was a local government officer principally as a
Parliamentary and European lobbyist for local authorities.
He also acted
as Special Adviser to the Leader of the House of Lords. |
Damien
specialises in Local Government Administration and Powers, Data
Protection and Freedom of Information and Parliamentary
regulations. He routinely advises on aspects of local
government administration including constitutional arrangements,
scrutiny powers, joint arrangements and delegation of functions.

Brian Jones
joined Herbert Smith as a consultant in 2000 following a
career in which he taught administrative law and environmental
law at a number of universities in the UK and in Australia.
Between 1994 and
2000 he was Professor of Environmental Liability at De
Montfort University in Leicester. He has published
extensively in both subject areas: his most recent book being
a co-authored work on Environmental Liabilities (Shaw and
Sons, 2004). |

He was involved in the late 1990's in several consultancy
projects, advising Governments in EU accession countries about
requirements for harmonisation with EU environmental law.
Since 1992 he has been editor of the bi-monthly professional
journal Environmental Liability. He was recently appointed
an Honorary Professor in the Department of Law, University of
Wales, Aberystwyth.
Brian works closely within Herbert Smith with the Environmental
Law, Planning Law, Public Law and IP Groups.

Rosemary Jay
is a Partner at Pinsent Masons in the Outsourcing, Technology &
Commercial Group. She advises clients on privacy, data
protection, human rights, access to information and related
information law issues.
Prior to joining
the Firm, Rosemary worked in local government then moved to the
office of the Data Protection Registrar where she headed the
Legal Department for 12 years. |
Key relevant experience includes:
Appointment as a legal expert to a European Commission Study on
the role of standards in achieving privacy protection
Advising government departments, local authorities and other
public bodies on implementation of Freedom of Information and
providing training on the Act
Appointment by the Scottish Executive for the preparation of all
training materials on Freedom of Information for the public sector
in Scotland
Responsible for the Firm's Freedom of Information support
materials including the Implementation Manual and the Firm's
e-learning package produced jointly with Video Arts Ltd
Appointment by the Northern Ireland Civil Service to provide
training on Freedom of Information.
Rosemary is the co-author of 'Data Protection Law & Practice'
published by Sweet & Maxwell (second edition August 2003) and an
editor of the 'White Book.'
She has spoken and written widely on data protection and access to
information, both nationally and internationally.

Tomlinson QC
is a founder member of Matrix Chambers and has a wide
ranging practice in media and information, human rights and
public law.
His most recent publications in this area include Privacy
and the Media: the Developing Law ( Matrix, 2002 ) and The
Law of Human Rights ( OUP, 2000 ).
